How good of a society does human nature allow?

I heard this philosophy while channel surfing a few weeks ago. I was on the channel for maybe 3 seconds but it planted itself deep down in the fissures of my bree-ain. So, how good a society does human nature allow? Do pop culture and politics make it impossible for society to truly reach its potential? Is human nature responsible for all of our mutual disappointments? (Click Here for more on that subject). Or, are we impossibly impotent to change any of it anyway? It does beg the question, which is the second part of the philosophy: How Good of a Human Nature Does Society Allow?
